tribute to ACER [Australian Council for Educational Research] for
conducting such a rigorous and meticulous investigation into the
validity of the [First Steps] Developmental Continua. It should be
placed on record that the analysis of ACER data carried out by the
department substantiated the worth of the research, as it showed
clearly that ambiguities and errors had been clearly identified. This
made it possible to revise and improve the Continua to ensure that as
accurate and sensitive a picture of literacy as possible could be
offered to teachers."
